The Small Business Innovation Research program is a highly competitive program that awards small business grants based on degree of innovation and future market potential. Small businesses that receive awards or grants begin a three-phase program.

  • Phase I is the startup phase. Awards small business grants of up to $100,000.
  • Phase II awards is the expansion phase. Awards small business grants of up to $750,000. Only start-up (Phase I) grant award winners are considered for expansion (Phase II) grant awards.

The federal government's Small Business Innovation Research program has helped thousands of small businesses to compete for federal government small business grants.

The federal government's outreach to minority-owned small businesses has resulted in an increasing number of Small Business Innovation Research grants to minority owned small businesses.

The Small Business Innovation Research program has consistently awarded over 10% of its small business grants to minority-owned small businesses.

In 1997, approximately 313 small business start-up (Phase I) grants and 162 small business expansion (Phase II) grants went to minority-owned small businesses.

In the first year of awarding federal government grants (1983), the  Small Business Innovation Research program made 686 start-up ( Phase I) awards for $44.5 million to small businesses. 

In 1997, the Small Business Innovation Research program produced 3,371start-up ( Phase I) grants and 1,404 expansion ( Phase II) grants totaling more than $1.1 billion. 

In 1998, the Small Business Innovation Research program granted a total of 3,022 start-up ( Phase I) grants and 1,320 expansion ( Phase II) grants totaling more than $1.1 billion.
